Personal Details:  Born 15 February 1937.  Married with two sons. 

Educated:  Christ Church, Oxford:

  • BA/MA in Literae Humaniores (Classical Studies)  first class honours.
  • D. Phil. In Greek Archaeology.

Professional Career:  British Diplomatic Service from 1961 to 1996, including:

  • Head, Economic Relations Department, Foreign and Commonwealth Office (FCO), 1979-1982;
  • Ambassador to Zaire, Congo, Rwanda and Burundi, 1983-84;
  • UK Representative to the Organisation for Economic Cooperation and Development (OECD), Paris, 1985-88;
  • Economic Director, FCO, 1988-1992;
  • British High Commissioner to Canada, 1992-96.

Private Sector Activities: 

  • Chairman, Liberalisation of Trade in Services (LOTIS) Committee, British Invisibles, 1996-2000. 
  • Honorary President, Canada-UK Colloquia, British Committee, 1996-2001.

Academic and Related Positions:

  • FCO Fellow at Royal Institute of International Affairs (RIIA), 1982-83.
  • Visiting Fellow, Centre for Research on the USA, International Relations Department, London School of Economics and Political Science, 1997-2001.
